Situated on the western shore of Kola Bay, the complex is a key component of the Murmansk Transport Hub, functioning as a multimodal logistics center for coal, oil, and mineral fertilizers. The project is part of Russia’s State Transport System Development Program.

GC NPS delivered the project on a turnkey basis, handling design, equipment supply, construction, installation, and commissioning. The 660-meter deep-water berth can simultaneously accommodate two bulk carriers of 20,000-150,000 DWT. Coal is handled using a fully enclosed wagon tippler system, minimizing environmental impact.

In December 2023, the port received its first coal shipment following the launch of the new Vykhodnoy-Lavna railway line. By March 2024, construction of all hydraulic structures was complete. The terminal became technically operational in December 2024. On March 27, 2025, it handled its first commercial shipment of solid fuel, an event attended virtually by President Vladimir Putin.
