Adler TPP was built in anticipation of the 2014 Winter Olympics. Prior to the commissioning of the new combined cycle power plant, Sochi's energy facilities could only supply 25% of the city's electricity demand, so the issue of power supply for the large-scale sporting event was very pressing.

Construction, which began in 2010, was completed on a tight schedule. The plant with two standalone power units was built from scratch within three years. The TPP facilities are clustered together due to the elevated location, small site size and seismicity of the area. Dry cooling towers were erected to cool the recycling water; unlike conventional cooling towers, they utilise the water evaporation process.

The combined cycle technology ensures a high efficiency of 52% (e.g. the average TPP efficiency is 40%) and low natural gas fuel consumption. Adler TPP covered more than a third of the peak load of the Sochi power district during the international sports competitions
