Ekaterina Ermakova, Director of the Department of Corporate Projects and Public–Private Partnership at Natsproektstroy, spoke at the annual 2026 Taxes Conference.
She shared the experience of the group and elaborated on the risks of VAT refunds during the construction of concession facilities.
"We have over a thousand implemented projects in our portfolio, including more than 10 based on public–private partnerships. Despite the high rates, PPP is experiencing a new growth momentum," Ekaterina Ermakova noted.
During the session, special attention was paid to the draft law on transparency of subsidies in the implementation of concessions submitted to the State Duma, which will avoid the risk of double VAT refunds from the budget.
The conference participants also discussed the digitalization of the tax function, taxation issues in concessions and PPPs, and the requalification of intra-group payments.
The Russian PPP project market is more than 20 years old. A large number of significant projects have been implemented for the country during this time. The year 2024 became a record year: 215 agreements worth 2.3 trillion rubles were signed.
