The plant was built in a short period of two years. The TPP's key task is to supply electricity and process steam to Amur Gas Processing Plant (GPP), one of the world's largest helium production facilities.
To provide Amur GPP with steam, the plant has a complex multi-level water treatment system. Water comes from 15 artesian wells drilled to a depth of 100 to 200 metres. It then passes through filtration systems located in several workshops. Every hour, 380 m3 of water is treated, which is just over six rail tank cars.
The first pile for the TPP foundation was installed in December 2018. The installation of boiler and turbine equipment started a year later. The plant's boiler units were first ignited in 2020 on Power Engineer's Day. Svobodny TPP was commissioned in April 2021.
The thermal power plant is currently preparing for a major expansion. It plans to build a 315 MW combined cycle power unit by 2028.
