A coal transshipment facility was built on the northern shore of the port of Vanino's Muchke Bay, the largest transport hub in Khabarovsk Krai, as part of Federal Russian Transport System Development Program projects. It is designed to transport coking coal from Yakutia's deposits.

The facility includes a sea cargo handling terminal to load ships, a railway part of the terminal to unload gondola cars with coal, a transport conveyor system and open storage areas.

Natsproektstroy experts built the hydraulic engineering structures of the coal transshipment facility within the 1st stage of the project. In June 2020, the terminal was put into commercial operation and a year later it reached its design capacity of 1 m tonnes of cargo per month.

The berth can accommodate and handle bulk carriers from 10 to 150,000 tonnes and higher and load vessels with deadweight up to 168,000 tonnes.
