The Lavna Coal Transshipment Facility on the western shore of the Kola Bay is part of the project for the integrated development of the Murmansk Transport Hub, a centre for oil cargo handling, coal and mineral fertiliser transshipment. The project is being implemented in accordance with the State Transport System Development Program.

Natsproektstroy companies performed turnkey construction of the coal transshipment facility, including design, supply of equipment and materials, construction, installation and commissioning. The 660 m long deep-water berth can simultaneously accommodate two large-capacity bulk carriers (vessels) with a deadweight from 20 to 150,000 tonnes. Coal is transshipped using a closed method via the railcar dumper station, which reduces the environmental impact.

In December 2023, with the commissioning of the Vykhodnoy – Lavna railway line, the port received its first coal train. In March 2024, construction of the hydraulic jetty and approach dam structures was completed. In December of the same year, construction of the transshipment facility was completed. On 27 March 2025, the first shipment of solid fuel from the terminal took place. The event was attended by Russian President Vladimir Putin via video conference.
